With the US withdrawing from its international leadership role, China rising, and Russia returning to the world stage, the liberal international order is giving way to a multipolar
world. Consequently, differing values, interests, and understandings of a fair and just rulesbased order are developing with the potential to destabilize the international system. How can international governance in a multipolar world be upheld without a dominant power enforcing it? How can power relations shape or balance states to ensure peace and the rule of
international law? Who will reform multilateral institutions to maintain their effectiveness while keeping China, Europe, and Russia engaged as stakeholders?
